I recommend that you download the latest version and try it. BabaCAD 2020 is 64-bit, it can import a newer dwg drawings and it's optimized to work very fast with complex drawings (open and modify/update drawings with millions of CAD entities). It's free to try and test it.

There is a trial version (30 days) so you can try and see if the program is good for you. Also, there are many video tutorials on YouTube (just search for BabaCAD tutorial) so you will find that you can do everything with BabaCAD just like you can do with AutoCAD LT, even faster. Registered users can download patches/updates (mostly bug fixes) of the latest version when they are available (updates are not often if the latest release is stable). When the right moment comes, a new version (BabaCAD 2024 or 2025) will be released, with some new features and enhancements.

One more thing, maybe the crucial, for those who buy CAD software for the first time in their life: please search for the price of popular CAD software on the market, and you will find there is 3-year subscription of LT (light version of that popular CAD, which doesn't even include LISP scripting) that costs US$ 1,470 compared to BabaCAD Home life-time license which costs US$ 99. That's almost 15 times lower price for an almost identical product.

Everything that you are asking can be found on BabaCAD website, but it's no problem to give answers to your questions:

a. EULA is inside of the installation of the program, and also can be read after installing the trial version.
b. User can install the program on just one computer and use it unlimited time. To use on another computer at a same time, it needs a new license. If in meantime user decides to use the license on another computer,  it can ask for the license transfer (max. three times). There is possibility for company to buy the network license where the price depends on a number of concurrent users.
c. User's computer must not be connected to the internet to use BabaCAD. It can be used offline for the life. For the online registration it requires an internet connection (just once, to register the license), but the registration of the license can be done by e-mail too.

BabaCAD Home (2D) can't be upgraded to other products (Enterprise 3D, Robotics).

It's hard to tell you anything about that script (dxf_input.py) because it's not the part of BabaCAD. I can help you only if you send me that python script and dxf file which generates the error.

It looks like there is a problem with the layer name of one of the entities (dxf group number 8). You can go through that problematic dxf file and check every line after the line which contains number 8. By default those lines contain 0 (Layer "0").

You don't need additional lisp, because there is a built-in object snap feature with parallel osnap option (just click on the arrow near OSNAP menu button at the bottom of app window and check that 'Parallel' is checked). When Parallel OSNAP is turned on, just start drawing a line/polyline and move cursor pointer near the line to be parallel to. Parallel symbol should appear, and then just move the cursor and you will see that your line is parallel wherever you move your mouse pointer/cursor.

You can find and use lisp script but it's even easier to use SLOPE command if you install Civil Tools AddOn (BabaCAD extension .bem).

You can choose the printer from the list of connected printers. Just go to View (Top menu) and click on 'Page Setup' menu button.

Use command (type in the command line) STLIN to import .STL files (3D printing file). To export your 3DSolid objects from BabaCAD Enterprise to .STL format (for 3D printing) use command STLOUT.
